The article you linked to is from 1984 and was only simulated in software. It’s also in the context of technology that is not at all relevant to modern CPUs, nor even CPUs at the time.

Furthermore, they only say it has “much lower power dissipation relative to other known ternary circuits reported in the literature” and only has hardware complexity “of the same order” than binary circuits for a very proscribed case.
